The National Economic and Social Development Council (NESDC) has raised concerns about the rising trend of consumer loans, fearing that this could lead to a debt trap, a situation in which an individual, a household or even a country is forced to take new loans to repay existing debt obligations. Mr Danucha said personal consumer loans are likely to increase, as personal consumer loans now account for nearly one-third of total household debt. These loans typically carry high interest rates. If households are not cautious about taking on debt or lack financial discipline, this could lead to a debt trap, he said. Additionally, he said as financial institutions maintain stringent lending standards, households may turn to informal loans, especially borrowers who have already reached their maximum borrowing limits within the formal system. Last year, the value of informal loans was estimated at 67 billion baht. Mr Danucha added there is also an upward trend in mortgage defaults, particularly for loans under 3 million baht, indicating that the incomes of certain households have not yet recovered, and their financial situation remains strained. This is evident from their decision to default on home loans before other types of debt, despite housing being considered an essential asset. More importantly, he said the impact of the floods on household liquidity and debt repayment ability requires attention. The government may need to monitor the accessibility of relief measures for flood victims and expedite recovery efforts to restore normal conditions, enabling household incomes to recover quickly. According to the NESDC report, personal consumer loans made up 25% of total household debt in the first quarter, rising to 27.9% in the second quarter of this year. These loans are unsecured (without collateral), carry high interest rates and have a high default rate. As for mortgage loan defaults, 18.2% of total mortgage loans were classified as non-performing loans in the first quarter, with this figure increasing to 23.2% in the second. The lopsided game was not particularly notable, but it was played on one of the nights the Mid-American Conference has made its own: A weeknight. “A lot of the general public thinks we play all of our games on Tuesdays and Wednesdays, not just some of them in November,” MAC Commissioner Jon Steinbrecher said in a telephone interview this week. “What it has done is help take what was a pretty darned good regional conference and has given it a national brand and made it a national conference.” When the conference has played football games on ESPN or ESPN2 over the last two seasons, the linear television audience has been 10 times larger than when conference schools meet on Saturdays and get lost in the shuffle when viewers have many more choices. The most-watched MAC game over the last two years was earlier this month on a Wednesday night when Northern Illinois won at Western Michigan and there were 441,600 viewers, a total that doesn’t include streaming that isn’t captured by Nielsen company. LAS VEGAS — Formula 1 on Monday at last said it will expand its grid in 2026 to make room for an American team that is partnered with General Motors. "As the pinnacle of motorsports, F1 demands boundary-pushing innovation and excellence. The approval ends years of wrangling that launched a U.S. Justice Department investigation into why Colorado-based Liberty Media, the commercial rights holder of F1, would not approve the team initially started by Michael Andretti. Andretti in September stepped aside from leading his namesake organization, so the 11th team will be called Cadillac F1 and be run by new Andretti Global majority owners Dan Towriss and Mark Walter. The team will use Ferrari engines its first two years until GM has a Cadillac engine built for competition in time for the 2028 season. Towriss is the the CEO and president of Group 1001 and entered motorsports via Andretti's IndyCar team when he signed on financial savings platform Gainbridge as a sponsor. Grid expansion in F1 is both infrequent and often unsuccessful. Four teams were granted entries in 2010 that should have pushed the grid to 13 teams and 26 cars for the first time since 1995. One team never made it to the grid and the other three had vanished by 2017. There is only one American team on the current F1 grid — owned by California businessman Gene Haas — but it is not particularly competitive and does not field American drivers. Andretti's dream was to field a truly American team with American drivers. The fight to add this team has been going on for three-plus years and F1 initially denied the application despite approval from F1 sanctioning body FIA. The existing 10 teams, who have no voice in the matter, also largely opposed expansion because of the dilution in prize money and the billions of dollars they've already invested in the series. Andretti in 2020 tried and failed to buy the existing Sauber team. From there, he applied for grid expansion and partnered with GM, the top-selling manufacturer in the United States. The inclusion of GM was championed by the FIA and president Mohammed Ben Sulayem, who said Michael Andretti's application was the only one of seven applicants to meet all required criteria to expand F1's current grid. "I am fully supportive of the efforts made by the FIA, Formula 1, GM and the team to maintain dialogue and work towards this outcome of an agreement in principle to progress this application." We know what we got ahead of us. We know exactly what the playoff situation is. That is what it is. But really, all that matters is this week when you do need to go on a run and put a lot of wins to even think of that.” The task doesn't get any easier as the Niners (5-6) get set to play at Buffalo on Sunday night. ST. LOUIS (AP) — Missouri’s governor on Monday denied clemency for Christopher Collings , a death row inmate facing execution for sexually assaulting and killing a 9-year-old girl and leaving her body in a sinkhole. Collings, 49, is scheduled to receive a single injection of pentobarbital at 6 p.m. CST Tuesday at the state prison in Bonne Terre, Missouri, for the 2007 killing of fourth-grader Rowan Ford. It would be the 23rd execution in the U.S. this year and the fourth in Missouri. “Mr. Collings has received every protection afforded by the Missouri and United States Constitutions, and Mr. Collings’ conviction and sentence remain for his horrendous and callous crime,” Republican Gov. Mike Parson said in a statement. Parson’s decision likely sealed Collings’ fate. Earlier Monday, the U.S. Supreme Court denied an appeal on behalf of Collings, without comment. No additional appeals are planned, Collings' attorney, Jeremy Weis, said. Parson's decision was not unexpected — a former sheriff, Parson has overseen 12 previous executions without granting clemency. Weis said Parson has allowed other executions to proceed for inmates with innocence claims, intellectual disabilities and for men who were “reformed and remorseful” for their crimes. “In each case of redemption, the Governor has ignored the evidence and sought vengeance,” Weis said in a statement. Collings confessed to killing Rowan, a child who referred to him as “Uncle Chris” after Collings lived for several months with the girl’s family in tiny Stella, Missouri. Rowan was killed on Nov. 3, 2007. Her body was found in a sinkhole outside of town six days later. She had been strangled. The clemency petition said an abnormality of Collings’ brain causes him to suffer from “functional deficits in awareness, judgment and deliberation, comportment, appropriate social inhibition, and emotional regulation.” It also noted that he suffered from frequent and often violent abuse as a child. “The result was a damaged human being with no guidance on how to grow into a functioning adult,” the petition stated. The petition also challenged the fairness of executing Collings when another man charged in the crime, Rowan’s stepfather, David Spears, also confessed but was allowed to plead to lesser crimes. Spears served more than seven years in prison before his release in 2015. Collings told authorities that he drank heavily and smoked marijuana with Spears and another man in the hours before the attack on Rowan, according to court records. Collings said he picked up the sleeping child from her bed, took her to the camper where he lived and assaulted her there. He said he strangled the child with a rope when he realized she recognized him. Collings told investigators that he took the girl's body to a sinkhole. He burned the rope used in the attack, along with the clothes he was wearing and his bloodstained mattress, prosecutors said. Spears also implicated himself in the crimes, according to court documents and the clemency petition. A transcript of Spears’ statement to police, cited in the petition, said he told police that Collings handed him a cord and that he killed Rowan. “I choke her with it. I realize she’s gone. She’s ... she’s really gone,” Spears said, according to the transcript. It was Spears who led authorities to the sinkhole where her body was found, according to court documents. No phone listing could be found for Spears. The Supreme Court appeal challenged the reliability of the key law enforcement witness at Collings’ trial, a police chief from a neighboring town who had four AWOL convictions while serving in the Army. Failure to disclose details about that criminal history at trial violated Collings’ right to due process, Weis contended. “His credibility was really at the heart of the entire case against Mr. Collings," Weis said in an interview. LOS ANGELES (AP) — The Los Angeles Rams have claimed cornerback Emmanuel Forbes off waivers from Washington. The Rams (6-6) announced the move Monday. They waived undrafted rookie defensive back Charles Woods to make room on the roster. Forbes was the 16th overall draft pick in 2023, but the Commanders released him Saturday in yet another latest flop for their first-round selections under former coach Ron Rivera. Forbes started 10 games as a rookie, but the Mississippi State product got benched during the season — and his playing time dwindled to almost nothing under new coach Dan Quinn this season. Forbes was considered undersized to be an elite NFL defensive back before Washington used a first-round pick on him, and his play did little to discourage that perception. But the Rams are taking a flier on Forbes to help their mediocre pass defense. Darious Williams, a member of the Rams' Super Bowl championship team who returned to Los Angeles this season as a free agent, has been their best cover corner, but he struggled in Sunday's victory over New Orleans. Third-year pro Cobie Durant has started all 12 games this season with one interception. Los Angeles already traded Tre'Davious White, its other major offseason signing at cornerback, after the former Pro Bowler failed to perform. The National Economic and Social Development Council (NESDC) has raised concerns about the rising trend of consumer loans, fearing that this could lead to a debt trap, a situation in which an individual, a household or even a country is forced to take new loans to repay existing debt obligations. According to the NESDC's report on the social outlook for the third quarter, household debt as of the second quarter amounted to 16.3 trillion baht, an increase of 1.3% year-on-year, decelerating from a 2.3% rise in the previous quarter. The debt-to-GDP ratio in the second quarter stood at 89.6%, down from 90.7% in the first quarter. Danucha Pichayanan, secretary-general of the NESDC, said nearly all forms of household debt had either decelerated or contracted, except for personal loans. The decline in household debt was attributed to the high debt burden combined with deteriorating loan quality, prompting financial institutions to tighten their criteria when assessing loan applications. The quality of household loans has continued to decline, too, with outstanding personal loans overdue by more than 90 days in the National Credit Bureau database totalling 1.16 trillion baht, accounting for 8.48% of total loans in the second quarter, up from 8.01% in the first. The NESDC highlighted key issues that require attention in addressing the household debt problem over the coming time periods including increasing consumer loan trends; more dependence on informal loans; rising mortgage defaults; and the impact of the recent floods. Mr Danucha said personal consumer loans are likely to increase, as personal consumer loans now account for nearly one-third of total household debt. These loans typically carry high interest rates. If households are not cautious about taking on debt or lack financial discipline, this could lead to a debt trap, he said. Additionally, he said as financial institutions maintain stringent lending standards, households may turn to informal loans, especially borrowers who have already reached their maximum borrowing limits within the formal system. Last year, the value of informal loans was estimated at 67 billion baht. Mr Danucha added there is also an upward trend in mortgage defaults, particularly for loans under 3 million baht, indicating that the incomes of certain households have not yet recovered, and their financial situation remains strained. This is evident from their decision to default on home loans before other types of debt, despite housing being considered an essential asset. More importantly, he said the impact of the floods on household liquidity and debt repayment ability requires attention. The government may need to monitor the accessibility of relief measures for flood victims and expedite recovery efforts to restore normal conditions, enabling household incomes to recover quickly. According to the NESDC report, personal consumer loans made up 25% of total household debt in the first quarter, rising to 27.9% in the second quarter of this year. These loans are unsecured (without collateral), carry high interest rates and have a high default rate. As for mortgage loan defaults, 18.2% of total mortgage loans were classified as non-performing loans in the first quarter, with this figure increasing to 23.2% in the second. In a related development, the NESDC on Monday reported that unemployment in the third quarter of 2024 rose slightly from the same period in 2023, reaching 1.02% of the total workforce, or 410,000 individuals. The total workforce for the quarter tallied 40.5 million in the third quarter, down by 0.1% from the corresponding quarter last year. Meanwhile, the number of people employed stands at 40 million, a 0.1% decrease compared with the corresponding period in 2023, primarily due to a 3.4% contraction in agricultural employment, partly resulting from the flood. In contrast, non-agricultural sectors grew by 1.4%, with the transportation and storage sector expanding the most (14%), followed by the hotel and restaurant sector (6.1%). Meanwhile, the manufacturing sector contracted by 1.4%, particularly in the production of computer and electronic products and vehicles. A key issue to monitor is the adaptation of the workforce to modern industries. It is expected that the new industries preparing to invest in Thailand will require 170,000 workers.
A Chinese film set during the Covid-19 pandemic won the top prizes in Taiwan's prestigious Golden Horse Awards, which saw the highest number of entries from China in recent years despite political tensions. YPSILANTI, Mich. (AP) — On a damp Wednesday night with temperatures dipping into the 30s, fans in sparsely filled stands bundled up to watch Buffalo beat Eastern Michigan 37-30 on gray turf. The lopsided game was not particularly notable, but it was played on one of the nights the Mid-American Conference has made its own: A weeknight. “A lot of the general public thinks we play all of our games on Tuesdays and Wednesdays, not just some of them in November,” MAC Commissioner Jon Steinbrecher said in a telephone interview this week. “What it has done is help take what was a pretty darned good regional conference and has given it a national brand and made it a national conference.” When the conference has played football games on ESPN or ESPN2 over the last two seasons, the linear television audience has been 10 times larger than when conference schools meet on Saturdays and get lost in the shuffle when viewers have many more choices. The most-watched MAC game over the last two years was earlier this month on a Wednesday night when Northern Illinois won at Western Michigan and there were 441,600 viewers, a total that doesn’t include streaming that isn’t captured by Nielsen company. During the same span, the linear TV audience has been no larger than 46,100 to watch two MAC teams play on Saturdays. “Having the whole nation watching on Tuesday and Wednesday night is a huge deal for the MAC,” Eastern Michigan tight end Jere Getzinger said. “Everybody wants to watch football so if you put it on TV on a Tuesday or Wednesday, people are going to watch.” ESPN has carried midweek MAC football games since the start of the century. ESPN and the conference signed a 13-year extension a decade ago that extends their relationship through at least the 2026-27 season. In all, MAC teams will end up playing about 75% of their games on a Saturday and the rest on November weeknights. When the Eagles wrapped up practice earlier this week, two days before they played the Bulls, tight end Jere Getzinger provided some insight into the effects of the scheduling quirk. “It's Monday, but for us it's like a Thursday,” he said. LAS VEGAS — Formula 1 on Monday at last said it will expand its grid in 2026 to make room for an American team that is partnered with General Motors. Andretti's dream was to field a truly American team with American drivers. The fight to add this team has been going on for three-plus years and F1 initially denied the application despite approval from F1 sanctioning body FIA. The existing 10 teams, who have no voice in the matter, also largely opposed expansion because of the dilution in prize money and the billions of dollars they've already invested in the series. Andretti in 2020 tried and failed to buy the existing Sauber team. From there, he applied for grid expansion and partnered with GM, the top-selling manufacturer in the United States. The inclusion of GM was championed by the FIA and president Mohammed Ben Sulayem, who said Michael Andretti's application was the only one of seven applicants to meet all required criteria to expand F1's current grid. "General Motors is a huge global brand and powerhouse in the OEM world and is working with impressive partners," Ben Sulayem said Monday. "I am fully supportive of the efforts made by the FIA, Formula 1, GM and the team to maintain dialogue and work towards this outcome of an agreement in principle to progress this application." Despite the FIA's acceptance of Andretti and General Motors from the start, F1 wasn't interested in Andretti — but did want GM. At one point, F1 asked GM to find another team to partner with besides Andretti. GM refused and F1 said it would revisit the Andretti application if and when Cadillac had an engine ready to compete. "Formula 1 has maintained a dialogue with General Motors, and its partners at TWG Global, regarding the viability of an entry following the commercial assessment and decision made by Formula 1 in January 2024," F1 said in a statement. "Over the course of this year, they have achieved operational milestones and made clear their commitment to brand the 11th team GM/Cadillac, and that GM will enter as an engine supplier at a later time. Formula 1 is therefore pleased to move forward with this application process." Yet another major shift in the debate over grid expansion occurred earlier this month with the announced resignation of Liberty Media CEO Greg Maffei, who was largely believed to be one of the biggest opponents of the Andretti entry. (AP) — Getting blown out at Green Bay following another squandered late lead the previous week against Seattle has quickly turned the San Francisco 49ers from a Super Bowl contender into a team just fighting to get back to the playoffs. If San Francisco doesn't get healthy and eliminate the errors that led to Sunday's 38-10 loss to the Packers, the focus will turn from playoff permutations to what offseason changes are necessary. “I think everyone understands completely outside and inside what the situation is,” coach Kyle Shanahan said Monday. “That’s why the Seattle game was so tough of a loss and that’s why last night was even worse. We know what we got ahead of us. We know exactly what the playoff situation is. That is what it is. But really, all that matters is this week when you do need to go on a run and put a lot of wins to even think of that.” The task doesn't get any easier as the Niners (5-6) get set to play at Buffalo on Sunday night. ST. LOUIS (AP) — Missouri’s governor on Monday denied clemency for Christopher Collings , a death row inmate facing execution for sexually assaulting and killing a 9-year-old girl and leaving her body in a sinkhole. Collings, 49, is scheduled to receive a single injection of pentobarbital at 6 p.m. CST Tuesday at the state prison in Bonne Terre, Missouri, for the 2007 killing of fourth-grader Rowan Ford. It would be the 23rd execution in the U.S. this year and the fourth in Missouri. “Mr. Collings has received every protection afforded by the Missouri and United States Constitutions, and Mr. Collings’ conviction and sentence remain for his horrendous and callous crime,” Republican Gov. Mike Parson said in a statement. Parson’s decision likely sealed Collings’ fate. Earlier Monday, the U.S. Supreme Court denied an appeal on behalf of Collings, without comment. No additional appeals are planned, Collings' attorney, Jeremy Weis, said. Parson's decision was not unexpected — a former sheriff, Parson has overseen 12 previous executions without granting clemency. Weis said Parson has allowed other executions to proceed for inmates with innocence claims, intellectual disabilities and for men who were “reformed and remorseful” for their crimes. “In each case of redemption, the Governor has ignored the evidence and sought vengeance,” Weis said in a statement. Collings confessed to killing Rowan, a child who referred to him as “Uncle Chris” after Collings lived for several months with the girl’s family in tiny Stella, Missouri. Rowan was killed on Nov. 3, 2007. Her body was found in a sinkhole outside of town six days later. She had been strangled. The clemency petition said an abnormality of Collings’ brain causes him to suffer from “functional deficits in awareness, judgment and deliberation, comportment, appropriate social inhibition, and emotional regulation.” It also noted that he suffered from frequent and often violent abuse as a child. “The result was a damaged human being with no guidance on how to grow into a functioning adult,” the petition stated. The petition also challenged the fairness of executing Collings when another man charged in the crime, Rowan’s stepfather, David Spears, also confessed but was allowed to plead to lesser crimes. Spears served more than seven years in prison before his release in 2015. Collings told authorities that he drank heavily and smoked marijuana with Spears and another man in the hours before the attack on Rowan, according to court records. Collings said he picked up the sleeping child from her bed, took her to the camper where he lived and assaulted her there. He said he strangled the child with a rope when he realized she recognized him. Collings told investigators that he took the girl's body to a sinkhole. He burned the rope used in the attack, along with the clothes he was wearing and his bloodstained mattress, prosecutors said. Spears also implicated himself in the crimes, according to court documents and the clemency petition. A transcript of Spears’ statement to police, cited in the petition, said he told police that Collings handed him a cord and that he killed Rowan. “I choke her with it. I realize she’s gone. She’s ... she’s really gone,” Spears said, according to the transcript. It was Spears who led authorities to the sinkhole where her body was found, according to court documents. No phone listing could be found for Spears. The Supreme Court appeal challenged the reliability of the key law enforcement witness at Collings’ trial, a police chief from a neighboring town who had four AWOL convictions while serving in the Army. Failure to disclose details about that criminal history at trial violated Collings’ right to due process, Weis contended. “His credibility was really at the heart of the entire case against Mr. Collings," Weis said in an interview. Three men have been executed in Missouri this year — Brian Dorsey on April 9, David Hosier on June 11 and Marcellus Williams on Sept. 24. LOS ANGELES (AP) — The Los Angeles Rams have claimed cornerback Emmanuel Forbes off waivers from Washington. The Rams (6-6) announced the move Monday. They waived undrafted rookie defensive back Charles Woods to make room on the roster. Forbes was the 16th overall draft pick in 2023, but the Commanders released him Saturday in yet another latest flop for their first-round selections under former coach Ron Rivera. Forbes started 10 games as a rookie, but the Mississippi State product got benched during the season — and his playing time dwindled to almost nothing under new coach Dan Quinn this season. Forbes was considered undersized to be an elite NFL defensive back before Washington used a first-round pick on him, and his play did little to discourage that perception. But the Rams are taking a flier on Forbes to help their mediocre pass defense. Darious Williams, a member of the Rams' Super Bowl championship team who returned to Los Angeles this season as a free agent, has been their best cover corner, but he struggled in Sunday's victory over New Orleans. Third-year pro Cobie Durant has started all 12 games this season with one interception.
