Rising homelessness across Australia is overwhelming the capacity of services to offer emergency help. New evidence in the Australian Homelessness Monitor 2024 , released today, confirms homelessness has soared well above pre-pandemic levels in most parts of the country. Complementing the report’s findings from a survey of local governments, a majority of homelessness services agencies also report “significantly increased” numbers of people seeking assistance over the past 12 months alone. Much of this escalation likely reflects the sheer lack of rental homes available and the extraordinary rent inflation experienced across Australia since 2020. National median advertised rents have jumped 51% since March 2020. Even when adjusted for inflation, the increase is 29% . A welcome increase in government investment in social housing offers the prospect of some limited relief in the next few years. However, as none of the recent spending commitments extends far into the future, and because they generally lack any evidence-based logic, there is a high risk this recovery will prove short-lived. Agencies are feeling the strain Recent market conditions have created a perfect storm for homelessness services agencies. In parallel with the rising need for crisis assistance, there is less scope to help clients into secure housing. Some 76% of services were finding it “much harder” to find suitable housing for clients in mid-2024 than a year earlier. Agency monthly caseloads are up 12% since 2019–20. There’s also a big increase in the average time clients receive support: up by 44% in the five years to 2022–23 . This has forced agencies to reduce intakes of new clients seeking help. The sector has a backlog, causing agencies to struggle to meet demand. They have been triaging applications for help. This means giving priority to people who are already homeless rather than at risk of homelessness. While justifiable in the circumstances, this damages agencies’ ability to prevent – as opposed to relieve – homelessness. The rental market pressures fuelling this crisis have continued to intensify, well over two years after Australia’s post-COVID reopening. These problems would have been even worse without “extraordinary” boosts to Commonwealth Rent Assistance sanctioned by Treasurer Jim Chalmers in 2023 and 2024. In combination with routine indexation, these have raised maximum payments by 45% since early 2022. Rising homelessness has longer-term causes too The housing market impacts of COVID-19 disruption have aggravated homelessness in the early 2020s. But it’s only the latest phase in a much longer-term trend. This is because the housing market drivers of the problem are not (only) cyclical but structural; that is, built into how the system operates. Housing demand and market supply have been out of sync for decades. As a result, house prices have continued to increase faster than incomes. This puts home ownership increasingly out of reach for moderate income earners. With the path from private renting to first home ownership increasingly obstructed, even for moderate to high income earners, overall demand for tenancies has grown. This inflates sector-wide rent prices, further reducing availability of rentals affordable for people on lower incomes. These housing market dynamics have been an underlying driver of rising rental housing stress and homelessness since the 1990s. All the while, these tendencies have been underpinned by key tax and other policy settings that inflate housing demand and restrict supply. The federal government’s promised National Housing and Homelessness Plan must acknowledge, analyse and reconsider these policy settings. Governments have begun to respond As the 2022 and 2020 editions of the Homelessness Monitor identified, signs of stepped-up engagement with homelessness as a policy priority began to emerge among governments as early as 2016 in states such as New South Wales and Victoria. Then, in 2020, several states launched large-scale, widely welcomed pandemic emergency accommodation programs for people sleeping rough and others who were homeless. More recently, in a notable policy reversal highlighted by our new research , both federal and state governments have pledged appreciable investment in long-term social housing. Initially led by Victoria and Queensland, followed by the Commonwealth and NSW, this new investment should deliver around 60,000 new social homes by 2030, by far the sector’s largest influx of new stock this century. At least for a few years in the late 2020s, the promised programs might halt – at least temporarily – the trend of social housing dwindling from over 6% of all homes in the 1990s to barely 4% today . Yet any gains will remain modest relative to the scale of unmet need . Referencing this, housing and homelessness advocates have called for social rental homes to form 10% of all housing. Even so, we should see, at least for a few years, a marked uptick in scope to help people who are homeless into secure and affordable homes. This will be the result of a surge of newly-built social units supplementing existing homes being re-let. And for more of those helped in this way, these will be homes designed and built to modern standards. Australia can still do much better Problematically, though, these developments have come about through incremental and disconnected policymaking. Other than in Queensland , there has been a lack of any stated rationale, strategic framing or evidence-based scaling of social housing programs. In most cases, there has been no explicit recognition or acknowledgement of the need to keep investing much more in social housing than in the recent past. This investment must be enough, at the very least, to prevent a resumption of sector decline. Ideally, it should cover an expansion of social housing in line with known long-term needs . It would surely be logical to include a statement of aspiration along these lines in the government’s promised National Housing and Homelessness Plan. We cannot measurably reduce and then prevent homelessness without reducing poverty and expanding access to secure and affordable homes. By MICHAEL R. SISAK, Associated Press NEW YORK (AP) — They have seen him smiling on a hostel security camera, but don’t know his name. They found the backpack he discarded while fleeing, but don’t know where he’s gone. As the search for UnitedHealthcare CEO Brian Thompson ’s killer goes on, investigators are reckoning with a tantalizing dichotomy: They have troves of evidence, but the shooter remains an enigma. Police don’t know who he is, where he is, or why he did it, though they are confident it was a targeted attack instead of a random act. “The net is tightening,” New York City Mayor Eric Adams said Saturday. Hours after he spoke, police divers were seen searching a pond in Central Park, where the killer fled after the shooting. Officers have been scouring the park for days for any possible clues and found his bag there Friday. Late Saturday, police released two additional photos of the suspected shooter that appeared to be from a camera mounted inside a taxi. The first shows him outside the vehicle and the second shows him looking through the partition between the back seat and the front of the cab. In both, his face is partially obscured by a blue, medical-style mask. Retracing the gunman’s steps using surveillance video, police say, it appears he left the city by bus soon after the shooting Wednesday morning outside the New York Hilton Midtown. He was seen on video at an uptown bus station about 45 minutes later, NYPD Chief of Detectives Joseph Kenny said. With the high-profile search expanding across state lines, the FBI announced late Friday that it was offering a $50,000 reward for information leading to an arrest and conviction, adding to a reward of up to $10,000 that the NYPD has offered. Police say they believe the suspect acted alone. Police provided no updates on the hunt Saturday, but investigators are urging patience — even with a killer on the loose. Hundreds of detectives are combing through video recordings and social media, vetting tips from the public and interviewing people who might have information, including Thompson’s family and coworkers and the shooter’s randomly assigned roommates at the Manhattan hostel where he stayed. “This isn’t ‘Blue Bloods.’ We’re not going to solve this in 60 minutes,” Kenny told reporters Friday. “We’re painstakingly going through every bit of evidence that we can come across.” The shooter paid cash at the hostel, presented what police believe was a fake ID and is believed to have paid cash for taxi rides and other transactions. He didn’t speak to others at the hostel and almost always kept his face covered with a mask, only lowering it while eating. But investigators caught a break when they came across security camera images of an unguarded moment in which he briefly showed his face soon after arriving in New York on Nov. 24. Police distributed the images to news outlets and on social media but so far haven’t been able to ID him using facial recognition — possibly because of the angle of the images or limitations on how the NYPD is allowed to use that technology, Kenny said. On Friday evening, investigators found a backpack in Central Park that had been worn by the gunman, police said. They didn’t immediately reveal what, if anything, it contained but said it would be tested and analyzed. Another potential clue, a fingerprint on an item he purchased at a Starbucks minutes before the shooting, has so far proven useless for identifying him, Kenny said. Aided by surveillance cameras on nearly every building and block, police have been able to retrace the shooter’s movements. They know he ambushed Thompson at 6:44 a.m. as the executive arrived at the Hilton for his company’s annual investor conference, using a 9 mm pistol that resembled the guns farmers use to put down animals without causing a loud noise. They know ammunition found near Thompson’s body bore the words “delay,” “deny” and “depose,” mimicking a phrase used by insurance industry critics. Kenny said the fact that the shooter knew UnitedHealthcare group was holding a conference at the hotel and what route Thompson might take to get there suggested that he could possibly be a disgruntled employee or client. Investigators know from surveillance video that the shooter fled into Central Park on a bicycle and ditched it around 7 a.m. near 85th Street. He then walked a couple blocks and got into a taxi, arriving at 7:30 a.m. at the George Washington Bridge Bus Station, which is near the northern tip of Manhattan and offers commuter service to New Jersey and Greyhound routes to Philadelphia, Boston and Washington. Investigators don’t know what happened next. They are searching through more surveillance video but have yet to locate video of the shooter getting on a bus or exiting the station. “We have reason to believe that the person in question has left New York City,” Police Commissioner Jessica Tisch told CNN on Friday. He arrived at Manhattan’s main bus terminal on a Greyhound bus that originated in Atlanta, though it’s not clear whether he embarked there or at one of about a half-dozen stops along the route. Picture: Google Street View A day after seeking urgent clarification from NT WorkSafe and Consumer Affairs, the agencies issued a joint statement admitting they had fingered the wrong outfit. “NT Consumer Affairs and NT WorkSafe issued a media release [last Thursday] about a business using unlawful practices to sell photovoltaic (PV) equipment,” the statement read. “This release also mentioned another company, National Solar Energy Group Pty Ltd trading as Sunboost. “NT Consumer Affairs and NT WorkSafe have since been contacted by a representative of National Solar Energy Group Pty Ltd trading as Sunboost, which has advised that their company has no connection and no association whatsoever with the business selling PV solar equipment. “We regret that National Solar Energy Pty Ltd was incorrectly identified in our previous media release.” Trade publication SolarQuotes Blog and local media organisation NT Independent were among those to unknowingly publish the incorrect information. An Energenic Solar spokesman who identified himself via social media as ‘Adam’ said the business did not have any NT operations and denied issuing promotional material in the Top End. “I was never contacted by WA Consumer Affairs on any matter and I don’t know who has referred our business to [them],” he said. Sunboost, the incorrectly identified business, was contacted for comment. : In a significant breakthrough, the first-ever calf by embryo transfer (ET) was born -- in Jagannadhapuram- Arikathota area of Ramabhadrapuram mandal in coastal Vizianagaram. Dr Suresh, a veteran doctor at Arikathota, conducted the procedure on March 9. The embryo, identified as G-208 BL 7-1, resulted in the birth of a healthy female calf on Dec 15. This milestone marks a significant achievement in the region's veterinary science and animal husbandry efforts. Two veterinarians from the district have been trained in the ET/IVF procedure. This is as part of the efforts to explore this technology further. The goal is to produce more calves of high genetic merit, enhancing the quality and productivity of livestock in the area. Dr YV Ramana, joint director of animal husbandry, told Deccan Chronicle, “Under the IVF ET programme, all the most- demanded breed embryos are available. At the national Kamadenu Breeding Center and Chinthaladevi, more emphasis is given to desi breeders to encourage desi-breed farming and desi-breed population.” The GIR, Sahiwal and Ongole embryos are being produced as part of this procedure. Sex-sorted semen is used to produce Gir and Sahiwal breed embryos.
