Boxing Day shopper footfall was down 7.9% from last year across all UK retail destinations up until 5pm, MRI Software’s OnLocation Footfall Index found. However, this year’s data had been compared with an unusual spike in footfall as 2023 was the first “proper Christmas” period without Covid-19 pandemic restrictions, an analyst at the retail technology company said. It found £4.6 billion will be spent overall on the festive sales. Before the pandemic the number of Boxing Day shoppers on the streets had been declining year on year. The last uplift recorded by MRI was in 2015. Jenni Matthews, marketing and insights director at MRI Software, told the PA news agency: “We’ve got to bear in mind that (last year) was our first proper Christmas without any (Covid-19) restrictions or limitations. “Figures have come out that things have stabilised, we’re almost back to what we saw pre-pandemic.” There were year-on-year declines in footfall anywhere between 5% and 12% before Covid-19 restrictions, she said. MRI found 12% fewer people were out shopping on Boxing Day in 2019 than in 2018, and there were 3% fewer in 2018 than in 2017, Ms Matthews added. She said: “It’s the shift to online shopping, it’s the convenience, you’ve got the family days that take place on Christmas Day and Boxing Day.” People are also increasingly stocking-up before Christmas, Ms Matthews said, and MRI found an 18% increase in footfall at all UK retail destinations on Christmas Eve this year compared with 2023. Ms Matthews said: “We see the shops are full of people all the way up to Christmas Eve, so they’ve probably got a couple of good days of food, goodies, everything that they need, and they don’t really need to go out again until later on in that week. “We did see that big boost on Christmas Eve. It looks like shoppers may have concentrated much of their spending in that pre-Christmas rush.” Many online sales kicked off between December 23 and the night of Christmas Day and “a lot of people would have grabbed those bargains from the comfort of their own home”, she said. She added: “I feel like it’s becoming more and more common that people are grabbing the bargains pre-Christmas.” Footfall is expected to rise on December 27 as people emerge from family visits and shops re-open, including Next, Marks and Spencer and John Lewis that all shut for Boxing Day. It will also be payday for some as it is the last Friday of the month. A study by Barclays Consumer Spend had forecast that shoppers would spend £236 each on average in the Boxing Day sales this year, but that the majority of purchases would be made online. Nearly half of respondents said the cost-of-living crisis will affect their post-Christmas shopping but the forecast average spend is still £50 more per person than it was before the pandemic, with some of that figure because of inflation, Barclays said. Amid the financial pressures, many people are planning to buy practical, perishable and essential items such as food and kitchenware. A total of 65% of shoppers are expecting to spend the majority of their sales budget online. Last year, Barclays found 63.9% of Boxing Day retail purchases were made online. However, a quarter of respondents aim to spend mostly in store – an 11% rise compared with last year. Karen Johnson, head of retail at Barclays, said: “Despite the ongoing cost-of-living pressures, it is encouraging to hear that consumers will be actively participating in the post-Christmas sales. “This year, we’re likely to see a shift towards practicality and sustainability, with more shoppers looking to bag bargains on kitchen appliances and second-hand goods.” Consumers choose in-store shopping largely because they enjoy the social aspect and touching items before they buy, Barclays said, adding that high streets and shopping centres are the most popular destinations.President-elect Donald Trump will return to power next year with a raft of technological tools at his disposal that would help deliver his campaign promise of cracking down on immigration — among them, surveillance and artificial intelligence technology that the Biden administration already uses to help make crucial decisions in tracking, detaining and ultimately deporting immigrants lacking permanent legal status. While immigration officials have used the tech for years, an October letter from the Department of Homeland Security obtained exclusively by The Associated Press details how those tools — some of them powered by AI — help make life-altering decisions for immigrants, including whether they should be detained or surveilled. One algorithm, for example, ranks immigrants with a “Hurricane Score,” ranging from 1-5, to assess whether someone will “abscond” from the agency's supervision. The letter, sent by DHS Chief Artificial Intelligence Officer Eric Hysen to the immigrant rights group Just Futures Law, revealed that the score calculates the potential risk that an immigrant — with a pending case — will fail to check in with Immigration and Customs Enforcement officers. The algorithm relies on several factors, he said, including an immigrant’s number of violations and length of time in the program, and whether the person has a travel document. Hysen wrote that ICE officers consider the score, among other information, when making decisions about an immigrant’s case. “The Hurricane Score does not make decisions on detention, deportation, or surveillance; instead, it is used to inform human decision-making,” Hysen wrote. Also included in the government’s tool kit is a mobile app called SmartLINK that uses facial matching and can track an immigrant’s specific location. Nearly 200,000 people without legal status who are in removal proceedings are enrolled in the Alternatives to Detention program, under which certain immigrants can live in the U.S. while their immigration cases are pending. In exchange, SmartLINK and GPS trackers used by ICE rigorously surveil them and their movements. The phone application draws on facial matching technology and geolocation data, which has been used before to find and arrest those using the app. Just Futures Law wrote to Hysen earlier this year, questioning the fairness of using an algorithm to assess whether someone is a flight risk and raising concerns over how much data SmartLINK collects. Such AI systems, which score or screen people, are used widely but remain largely unregulated even though some have been found to discriminate on race, gender or other protected traits. DHS said in an email that it is committed to ensuring that its use of AI is transparent and safeguards privacy and civil rights while avoiding biases. The agency said it is working to implement the Biden administration’s requirements on using AI, but Hysen said in his letter that security officials may waive those requirements for certain uses. Trump has publicly vowed to repeal Biden's AI policy when he returns to the White House in January. “DHS uses AI to assist our personnel in their work, but DHS does not use the outputs of AI systems as the sole basis for any law enforcement action or denial of benefits,” a spokesperson for DHS told the . Trump has not revealed how he plans to carry out his promised deportation of an estimated 11 million people living in the country illegally. Although he has proposed invoking wartime powers, as well as military involvement, the plan would face major logistical challenges — such as where to keep those who have been detained and how to find people spread across the country — that AI-powered surveillance tools could potentially address. Karoline Leavitt, a spokesperson for Trump, did not answer questions about how they plan to use DHS’ tech, but said in a statement that “President Trump will marshal every federal and state power necessary to institute the largest deportation operation” in American history. Over 100 civil society groups sent a letter on Friday urging the Office of Management and Budget to require DHS to comply with the Biden administration’s guidelines. OMB did not immediately respond to a request for comment. It’s unclear if it’s drones or something else, but for sure the nighttime sightings are producing tons of talk, a raft of conspiracy theories and craned necks looking skyward. But perhaps the most fantastic development is the dizzying proliferation of conspiracies — none of which has been confirmed or suggested by federal and state officials who say they’re looking into what’s happening. It has become shorthand to refer to the flying machines as drones, but there are questions about whether what people are seeing are unmanned aircraft or something else. Some theorize the drones came from an Iranian mothership. Others think they are the Secret Service making sure President-elect Donald Trump’s Bedminster property is secure. Others worry about China. The deep state. And on. In the face of uncertainty, people have done what they do in 2024: Create a social media group. The Facebook page, New Jersey Mystery Drones — let’s solve it , has nearly 44,000 members, up from 39,000 late Thursday. People are posting their photo and video sightings, and the online commenters take it from there. One video shows a whitish light flying in a darkened sky, and one commenter concludes it’s otherworldly. “Straight up orbs,” the person says. Others weigh in to say it’s a plane or maybe a satellite. Another group called for hunting the drones literally, shooting them down like turkeys. (Do not shoot at anything in the sky, experts warn.) Trisha Bushey, 48, of Lebanon Township, New Jersey, lives near Round Valley Reservoir where there have been numerous sightings. She said she first posted photos online last month wondering what the objects were and became convinced they were drones when she saw how they moved and when her son showed her on a flight tracking site that no planes were around. Now she’s glued to the Mystery Drones page, she said. “I find myself — instead of Christmas shopping or cleaning my house — checking it,” she said. She doesn’t buy what the governor said, that the drones aren’t a risk to public safety. Murphy told Biden on Friday that residents need answers. The federal Homeland Security Department and FBI also said in a joint statement they have no evidence that the sightings pose “a national security or public safety threat or have a foreign nexus.” “How can you say it’s not posing a threat if you don’t know what it is?” she said. “I think that’s why so many people are uneasy.” Then there’s the notion that people could misunderstand what they’re seeing. William Austin is the president of Warren County Community College, which has a drone technology degree program, and is coincidentally located in one of the sighting hotspots. Austin says he has looked at videos of purported drones and that airplanes are being misidentified as drones. He cited an optical effect called parallax, which is the apparent shift of an object when viewed from different perspectives. Austin encouraged people to download flight and drone tracker apps so they can better understand what they’re looking at. Nonetheless, people continue to come up with their own theories. “It represents the United States of America in 2024,” Austin said. “We’ve lost trust in our institutions, and we need it.” Federal officials echo Austin’s view that many of the sightings are piloted aircraft such as planes and helicopters being mistaken for drones, according to lawmakers and Murphy. That’s not really convincing for many, though, who are homing in on the sightings beyond just New Jersey and the East Coast, where others have reported seeing the objects. For Seph Divine, 34, another member of the drone hunting group who lives in Eugene, Oregon, it feels as if it’s up to citizen sleuths to solve the mystery. He said he tries to be a voice of reason, encouraging people to fact check their information, while also asking probing questions. “My main goal is I don’t want people to be caught up in the hysteria and I also want people to not just ignore it at the same time,” he said. “Whether or not it’s foreign military or some secret access program or something otherworldly, whatever it is, all I’m saying is it’s alarming that this is happening so suddenly and so consistently for hours at a time,” he added. Boxing Day shopper footfall was down 7.9% from last year across all UK retail destinations up until 5pm, MRI Software’s OnLocation Footfall Index found. However, this year’s data had been compared with an unusual spike in footfall as 2023 was the first “proper Christmas” period without Covid-19 pandemic restrictions, an analyst at the retail technology company said. It found £4.6 billion will be spent overall on the festive sales. Before the pandemic the number of Boxing Day shoppers on the streets had been declining year on year. The last uplift recorded by MRI was in 2015. Jenni Matthews, marketing and insights director at MRI Software, told the PA news agency: “We’ve got to bear in mind that (last year) was our first proper Christmas without any (Covid-19) restrictions or limitations. “Figures have come out that things have stabilised, we’re almost back to what we saw pre-pandemic.” There were year-on-year declines in footfall anywhere between 5% and 12% before Covid-19 restrictions, she said. MRI found 12% fewer people were out shopping on Boxing Day in 2019 than in 2018, and there were 3% fewer in 2018 than in 2017, Ms Matthews added. She said: “It’s the shift to online shopping, it’s the convenience, you’ve got the family days that take place on Christmas Day and Boxing Day.” People are also increasingly stocking-up before Christmas, Ms Matthews said, and MRI found an 18% increase in footfall at all UK retail destinations on Christmas Eve this year compared with 2023. Ms Matthews said: “We see the shops are full of people all the way up to Christmas Eve, so they’ve probably got a couple of good days of food, goodies, everything that they need, and they don’t really need to go out again until later on in that week. “We did see that big boost on Christmas Eve. It looks like shoppers may have concentrated much of their spending in that pre-Christmas rush.” Many online sales kicked off between December 23 and the night of Christmas Day and “a lot of people would have grabbed those bargains from the comfort of their own home”, she said. She added: “I feel like it’s becoming more and more common that people are grabbing the bargains pre-Christmas.” Footfall is expected to rise on December 27 as people emerge from family visits and shops re-open, including Next, Marks and Spencer and John Lewis that all shut for Boxing Day. A study by Barclays Consumer Spend had forecast that shoppers would spend £236 each on average in the Boxing Day sales this year, but that the majority of purchases would be made online. While immigration officials have used the tech for years, an October letter from the Department of Homeland Security obtained exclusively by The Associated Press details how those tools — some of them powered by AI — help make life-altering decisions for immigrants, including whether they should be detained or surveilled. One algorithm, for example, ranks immigrants with a “Hurricane Score,” ranging from 1-5, to assess whether someone will “abscond” from the agency's supervision. The letter, sent by DHS Chief Artificial Intelligence Officer Eric Hysen to the immigrant rights group Just Futures Law, revealed that the score calculates the potential risk that an immigrant — with a pending case — will fail to check in with Immigration and Customs Enforcement officers. The algorithm relies on several factors, he said, including an immigrant’s number of violations and length of time in the program, and whether the person has a travel document. Hysen wrote that ICE officers consider the score, among other information, when making decisions about an immigrant’s case. “The Hurricane Score does not make decisions on detention, deportation, or surveillance; instead, it is used to inform human decision-making,” Hysen wrote. Also included in the government’s tool kit is a mobile app called SmartLINK that uses facial matching and can track an immigrant’s specific location. Nearly 200,000 people without legal status who are in removal proceedings are enrolled in the Alternatives to Detention program, under which certain immigrants can live in the U.S. while their immigration cases are pending. In exchange, SmartLINK and GPS trackers used by ICE rigorously surveil them and their movements. The phone application draws on facial matching technology and geolocation data, which has been used before to find and arrest those using the app. Just Futures Law wrote to Hysen earlier this year, questioning the fairness of using an algorithm to assess whether someone is a flight risk and raising concerns over how much data SmartLINK collects. Such AI systems, which score or screen people, are used widely but remain largely unregulated even though some have been found to discriminate on race, gender or other protected traits. DHS said in an email that it is committed to ensuring that its use of AI is transparent and safeguards privacy and civil rights while avoiding biases. The agency said it is working to implement the Biden administration’s requirements on using AI, but Hysen said in his letter that security officials may waive those requirements for certain uses. Trump has publicly vowed to repeal Biden's AI policy when he returns to the White House in January. “DHS uses AI to assist our personnel in their work, but DHS does not use the outputs of AI systems as the sole basis for any law enforcement action or denial of benefits,” a spokesperson for DHS told the . Trump has not revealed how he plans to carry out his promised deportation of an estimated 11 million people living in the country illegally. Although he has proposed invoking wartime powers, as well as military involvement, the plan would face major logistical challenges — such as where to keep those who have been detained and how to find people spread across the country — that AI-powered surveillance tools could potentially address. Karoline Leavitt, a spokesperson for Trump, did not answer questions about how they plan to use DHS’ tech, but said in a statement that “President Trump will marshal every federal and state power necessary to institute the largest deportation operation” in American history. Over 100 civil society groups sent a letter on Friday urging the Office of Management and Budget to require DHS to comply with the Biden administration’s guidelines. OMB did not immediately respond to a request for comment. Just Futures Law’s executive director, Paromita Shah, said if immigrants are scored as flight risks, they are more likely to remain in detention, "limiting their ability to prepare a defense in their case in immigration court, which is already difficult enough as it is.” SmartLINK, part of the Intensive Supervision Appearance Program, is run by BI Inc., a subsidiary of the private prison company The GEO Group. The GEO Group also contracts with ICE to run detention centers. ICE is tight-lipped about how it uses SmartLINK’s location feature to find and arrest immigrants. Still, public records show that during Trump’s first term in 2018, Manassas, Virginia-based employees of BI Inc. relayed immigrants’ GPS locations to federal authorities, who then arrested over 40 people. In a report last year to address privacy issues and concerns, DHS said that the mobile app includes security features that “prohibit access to information on the participant’s mobile device, with the exception of location data points when the app is open.” But the report notes that there remains a risk that data collected from people "may be misused for unauthorized persistent monitoring.” Such information could also be stored in other ICE and DHS databases and used for other DHS mission purposes, the report said. On investor calls earlier this month, private prison companies were clear-eyed about the opportunities ahead. The GEO Group’s executive chairman George Christopher Zoley said that he expects the incoming Trump administration to “take a much more aggressive approach regarding border security as well as interior enforcement and to request additional funding from Congress to achieve these goals.” “In GEO’s IS program, we can scale up from the present 182,500 participants to several hundreds of thousands, or even millions of participants,” Zoley said. It’s unclear if it’s drones or something else, but for sure the nighttime sightings are producing tons of talk, a raft of conspiracy theories and craned necks looking skyward. This week seems to have begun a new, higher-profile chapter: Lawmakers are demanding (but so far not getting) explanations from federal and state authorities about what’s behind them. Gov. Phil Murphy wrote to President Joe Biden asking for answers. New Jersey’s new senator, Andy Kim, spent Thursday night on a drone hunt in rural northern New Jersey, and posted about it on X. But perhaps the most fantastic development is the dizzying proliferation of conspiracies — none of which has been confirmed or suggested by federal and state officials who say they’re looking into what’s happening. It has become shorthand to refer to the flying machines as drones, but there are questions about whether what people are seeing are unmanned aircraft or something else. Some theorize the drones came from an Iranian mothership. Others think they are the Secret Service making sure President-elect Donald Trump’s Bedminster property is secure. Others worry about China. The deep state. And on. In the face of uncertainty, people have done what they do in 2024: Create a social media group. The Facebook page, New Jersey Mystery Drones — let’s solve it , has nearly 44,000 members, up from 39,000 late Thursday. People are posting their photo and video sightings, and the online commenters take it from there. One video shows a whitish light flying in a darkened sky, and one commenter concludes it’s otherworldly. “Straight up orbs,” the person says. Others weigh in to say it’s a plane or maybe a satellite. Another group called for hunting the drones literally, shooting them down like turkeys. (Do not shoot at anything in the sky, experts warn.) Trisha Bushey, 48, of Lebanon Township, New Jersey, lives near Round Valley Reservoir where there have been numerous sightings. She said she first posted photos online last month wondering what the objects were and became convinced they were drones when she saw how they moved and when her son showed her on a flight tracking site that no planes were around. Now she’s glued to the Mystery Drones page, she said. “I find myself — instead of Christmas shopping or cleaning my house — checking it,” she said. She doesn’t buy what the governor said, that the drones aren’t a risk to public safety. Murphy told Biden on Friday that residents need answers. The federal Homeland Security Department and FBI also said in a joint statement they have no evidence that the sightings pose “a national security or public safety threat or have a foreign nexus.” “How can you say it’s not posing a threat if you don’t know what it is?” she said. “I think that’s why so many people are uneasy.” Then there’s the notion that people could misunderstand what they’re seeing. William Austin is the president of Warren County Community College, which has a drone technology degree program, and is coincidentally located in one of the sighting hotspots. Austin says he has looked at videos of purported drones and that airplanes are being misidentified as drones. He cited an optical effect called parallax, which is the apparent shift of an object when viewed from different perspectives. Austin encouraged people to download flight and drone tracker apps so they can better understand what they’re looking at. Nonetheless, people continue to come up with their own theories. “It represents the United States of America in 2024,” Austin said. “We’ve lost trust in our institutions, and we need it.” Federal officials echo Austin’s view that many of the sightings are piloted aircraft such as planes and helicopters being mistaken for drones, according to lawmakers and Murphy. That’s not really convincing for many, though, who are homing in on the sightings beyond just New Jersey and the East Coast, where others have reported seeing the objects. For Seph Divine, 34, another member of the drone hunting group who lives in Eugene, Oregon, it feels as if it’s up to citizen sleuths to solve the mystery. He said he tries to be a voice of reason, encouraging people to fact check their information, while also asking probing questions. “My main goal is I don’t want people to be caught up in the hysteria and I also want people to not just ignore it at the same time,” he said. “Whether or not it’s foreign military or some secret access program or something otherworldly, whatever it is, all I’m saying is it’s alarming that this is happening so suddenly and so consistently for hours at a time,” he added.
